Training the Next Generation: Expert Insights from Communication Training Officers
Training to be a 911 dispatcher is tough, but the role of a Communication Training Officer (CTO) is just as challenging. With dispatch centers facing vacancy rates as high as 70%, it’s more important than ever to create a training process that not only prepares new dispatchers for the job but also encourages them to stay. At the same time, we must recognize the dedication and effort our CTOs put into shaping the future of emergency communications.

I train emergency communications professionals full-time, still dispatch part-time, and proudly embrace my dispatch nerd status! I hold a degree in Training & Development, am a certified Emergency Number Professional, and an Associate Professional in Talent Development.

Samantha Charleston has almost 14 years experience in public safety and has been a trainer for over half that time. She is currently a CTO Lead for the San Marcos Police Department in San Marcos, TX. She credits growing up as a third generation carnie for giving her a unique outlook on life and people. She loves to read, travel, work on puzzles, play games, and hang out with family and friends.

With over 30 years in public safety, I’ve built a career rooted in service, resilience, and leadership. Starting in Fire/EMS, I honed my emergency response skills before spending two decades in Corrections on the Gang Unit and Hostage Negotiations Team. Now, as part of the 911 communications community, I provide critical support during life’s most challenging moments.
